HISTORY OF
THE SPCA
In 1999, Mr. Madan Lal
Verma, Editor, Good Haryana, Weekly, under the
guidelines of Mrs. Maneka Gandhi, Minister for
Social Justice and Empowerment, Govt. of India,
taking a pledge to save the animals from
exploitation, established the People for Animals,
Jind. Under the aegis of this organization a number
of campaigns were started for prevention of cruelty
to animals, under which in the year 1999-2000, the
Society was able to prevent the transporting of 416
cows from Jind to Bihar and transporting of 647
buffaloes from Jind to Kolkata in 2001by the Indian
Railways. As a recognition of his compassion for
animals, in 2001, the Indian Animal Welfare Board,
Govt of India, under the guidance of the Minister of
Social Justice and Empowerment, Govt of India, gave
master training to Mr. Madan Verma, along with other
selected animal lovers and in the year 2002, he was
appointed a nominee of the CPSCEA Committee of the
Government of India. As a nominee of this committee,
Mr. Verma provided guidelines for preventing illegal
animal experimentation. In addition to that under
CPSCEA, he kept submitting his reports about the
time to time inspection of the world’s number one
Haryana Veterinary Vaccination Institute, Hisar.
From 2000 to 2006, Mr. Madan Verma arranged about
100 free Animal Medical Camp and got thousands of
sick animals treated. He also got hundreds of those
stray animals treated which had been injured in road
accidents and got them shelter in the various
Gaushalas (Cow Shelters) of the State. After that,
in order to prevent cruelty to animals, Mr. Madan
Verma got more than 250 cases registered in the
various police stations of the State under
Preavention of Cruelty to Animals Act 1960 and the
different articles of Animal Transportation Rule,
1978. Thereafter, keeping the welfare of animals in
